I found this ArchWiki page which has a section about my GPU:

After setting "radeon.cik_support=0 amdgpu.cik_support=1 amdgpu.dpm=1
amdgpu.dc=1" as kernel parameters, I did not get a black screen

frequent crash of Ubuntu 18.04 with purple dotted screen or black
Hi all,
I suspect that this fix is now preventing unattended-upgrades (in
shutdown down) to upgrade the package linux-cloud-tools-common.
The update process hangs during "Preparing to unpack". The server
restarts after the unattended-upgrades service timeout expires.
