Ok I got this sorted out and turns out it was my fault. A few weeks ago,
when I was struggling to boot Ubuntu at all, I blacklisted
intel_lpss_pci. It turned out that a BIOS update fixed the boot issue
but I completely forgot about the blacklisted module... No idea why
things worked later on and
Unfortunately neither of those works for me.

The 5.3 version seems to have everything working, thanks! The only thing
I notice now is that each time I plug it into my thunderbolt monitor I
have to reauthorize the peripherals. Maybe that's expected?

I have a Dell 7391 and tried the above kernel and it enabled my
trackpad. However, I can no longer suspend.

I forgot to add something potentially important - this used to work
until a few days ago. I don't know which update exactly broke things,
since usually I use a mouse and I simply didn't notice right away. I
updated via the software center pop-up so there could be even more

I can confirm this bug on my machine. The 5.4-rc7 kernel not only does
not solve the issue, but additionally breaks wifi.
