I agree heartily. I have been a PCB engineer since 1987, and I have
used most every single package available including the biggies like
OrCad and Mentor. KiCad can stantd with them all. And I cant believe
its free!

Phoenix, Advanced Circuits, DDI, Multek) use the solder mask layer as a mask
for the silk layer, so they won't try to place silk on pads. Because of this,

In my experience yes, it can be. Even if the board house will fix it
for you, a customer who chooses to look over the Gerbers is likely to
complain.
