Can you change this bug to a wishlist?
I suppose KMM coulod create such a transaction - sort of a variant on
reconciliation - put in the actual current balance, and KMM creates an expense
or income transaction to make it so

True, but I do not want to calculate the size of expense manually. I want just
to enter the new balance and expenses be calculated automatically.

If you create an account for your cash, then even if you only make one
transaction a month to a general "expense" category, the balances should match,
and a standard income/expense report should work for you.
