I should have explained the steps I took:
1. Stopped plack
2. Disabled plack
3. Rebooted server
- Koha won't run at all
4. Re-enabled plack
5. Re-started plack
6. Re-started koha-common
- Able to log in, but get the 500 error on biblio details
7. Removed all
Your problem looks like koha-plack is not running, you should try
restarting it.
