[Koha] unable to run fines.pl properly

I have a koha system 3.16.4 running on ubuntu. I am trying to setup fine function. When bin/cronjobs/fines.pl executed, I got the following error. DBD::mysql::db selectrow_array failed: Table 'kohadata.systempreferences' doesn't exist at /usr/share/koha/lib/C4/Context.pm line 563.

We are in the end stages of a long and painful RFID migration. To answer your question, SIP makes checkouts and check-ins work much faster. We chose Bibliotheca for our vendor. They do have a Circ manager software that will connect with SIP and allow for multiple items checking in and out.
