1. Read the wiki page entirely and carefully
2. Re-read it to make sure you understood everything
3. Make sure you are using an up-to-date version of Koha
4. Fix the existing corrupted data
5. Apply the fix at DBMS config level
6. Restart and test
7. Tell us if something is not clear

When you create a new install (koha-create) you can use the --use-memcached
flag to enable it (will be the defautl when bug 18342 will be pushed).
Otherwise you can enable it in your koha-conf.xml file (search for
memcached_servers).
Maybe you also need to install the memcached package.

Yes, it's a bug and a configuration issue.
It means you have item types that are used in your catalogue but not
defined in Koha.

This error could appear if you have a fee on an item that have been removed
from your catalogue.
Technically it means that you have a accountlines.itemnumber value that is
not in the items table.

Make sure you do not have invisible characters at the beginning or the end
of your lines.
Otherwise check the log files.

from "stable", which are for 18.05
