Hello,

I'm experiencing the same issue but I do not have a dual monitor setup
(although I did have one at a point so it might still be related?).

When I log in (sometimes?) the panel which is set as vertical on the
left side overlaps maximized windows. I.e. I log in and if I start
Firefox which opens up maximized, the left side of Firefox will be under
the panel.

If I unlock the panel and go to its settings and resize it just a bit
it, the windows maximize to the panel's edge as they should.

Maybe this helps with debugging.

I had the same problem with my laptop (1600*900) on kubuntu 16.04 and an
external screen (1920*1080). I was able to solve the problem by setting
the external screen as primary display in the displaysettings

Same here, currently I keep my laptop in front of my external monitor
and have set it up to be above the laptop monitor. Windows go under the
bottom panel. I have tried just disabling the laptop monitor, although I
sometimes need it or arranging screens horizontally although physically
they are arranged vertically. Very annoying. If wayland worked with dual
monitor, I'd just be using that but it still seems quite far from being
usable.

I have the same problem since I upgraded to Kubuntu 16.04 with:
KDE Frameworks 5.18.0
Qt 5.5.1 (gebouwd tegen 5.5.1)

However, I only have one screen on my laptop though. The issue is on the
second panel. My primary panel is ok.

Ok, here's what just happened, which appears to be a bug with the bug
tracking system here. I hit post on the first one, realized my left /
right mistake, hit the "stop" button on my browser, edited, re-posted. I
was sent to the "mid-air collision detected" screen where there was an
option called something like "post only my new post" and that sounded
right. Seems it didn't work.

I've lived with it since upgrading to 5.  Just implemented the the 1
pixel length, same height tint2 workaround from Asadi above.  It works

I think panels are having a lot of problems with absolute/relative edges
with external monitors

Look what happens when I click on the menu widget (this is my external
monitor)... the menu should pop up right above the panel as usual (and
this correctly happens when I just use the main screen of my laptop)
but, instead, it pops a lot higher than expected without reasons

For me, this bug only triggers when the panel is placed between the
monitors. If I move it from the right side of the left screen to the
left side of left screen everything is OK. Same thing applies to the
right monitor in the inverse.

This is supposedly a limitation in X that requires panels to be flush
against an absolute edge.

yes it's present in Kde 5 as well.

Finally I found a workaround. Install the tint2 panel, and place one 1
pixel high and the same width as the plasma panel. This is able to keep
the windows from covering it, and therefore they will not cover the kde
panel either.

20freaking15 (that's two years and 3 months and after the start of this
thread) and this bug is still happening. My windows are still going
under the panel on KDE 5.4. Man, I left KDE in favor of gnomeshell 3
years ago because of stuff like this. It's 2015, I really wanted to give
KDE a chance but your stuff is so unstable. I like KDE more then Gnome
but in the month I've used KDE, I've had more bugs then I had in the
last 3 years of using Gnome Shell and I started using Gnome Shell
because KDE was unstable 3 years ago at 4. Guys, stop adding new
features in KDE and iron out those bugs instead. The value you add by
putting these new features get negated by all the bugs that aren't being
addressed. This bug isn't even the worst example of old bugs completely
unresolved, I got bugs on my 2015 distro that I've found bug reports
from 2011. They got ignored, flagged as unconfirmed.

It happens also if the displays have the same size.

Since clearly nobody cares about this disturbing bug, I would be willing
to fix it myself, just please give me some points what source should I
download and some directions where to look.

This mainly happens when you have two screens, and one of them has a
bigger height (i.e. vertical). When you align the one with default panel
to the top of second display (with bigger height) bug disappears, but of
course this configuration is hard to use.
