I think 00 is pretty much the standard starting byte for MAC addresses. I've seen the same problem - for KVM 61-65, with a 2.6.23 host kernel. Fedora8, Windows 2008 see the MAC address correctly with an e1000 interface. But in Windows 2003 with e1000, the last four bytes of the MAC address are
