Putin would not miss a Russian triumph. For example the Winter Olympics in Sochi was won against the odds because Putin turned up and spoke. Sochi is actually a pleasant warm seaside resort! That was a superb achievement. I've been out there and seen the Olympic stadium which is being built as a football stadium not a winter Olympics venue. Until his stay away I was convinced Russia had it. They aren't building 9 out of 13 new stadia for a laugh! Russian journos have said that he won't be associated with failure and if he doesn't come that's a sign, if he did turn up then it was in the bag for them. his comments about smear campaigns and taking the moral high ground against the BBC etc. means he has probably failed to get enough in the back pocket! Not so. The rota system was canned in 2007. Each tournament is open to bidding, as we have just seen. Mark 2030 actually - there's a rota that means 2026 will go somewhere other than Europe. The rotation was dropped, but there are still limitations. When a country wins, any other country from the same federation is blocked from bidding for the next two.
