This is a report problem I have mentioned several times in the past - only
seems to affect RTF versions. Never got a response from anyone else
experiencing same problem, so glad to see I am not alone!

(or any other program for that matter) in such a way that it will open when I
want to use it but not start up every time I start up my computer?

The presence of a desktop shortcut icon does not mean that program is
running. It only runs when you double click on that icon to start the
program.
