June, Your computer and Legacy are doing precisely what you've told it to do. It seems you haven't set in Legacy Options - Customise 6.2 to your Legacy Photographs folder in the Pictures folder. This means Legacy's tool to help you keep your media gathered together kicks in and when you go to
