I often resize the Legacy window as I resize other windows and have not seen this behaviour at all under Windows 10 or previously with Win 8.1, 7 etc. You could, with Legacy closed, try deleting Documents\Legacy Family Tree\_AppData\usr\Legacy2.usr which holds your sizes for each Legacy
