Done.  Currently, there is direct formatting that sets size 12.  Although
Heading 1 is already selected, when I double-click on it, it resets the size to
24 - both for #1 and for "Linux". Nothing visible changes for Heading 2.

Right-click on a Heading 1 paragraph, but this doesn't apply anything to a
STYLE, it only modifies the existing list applied to this paragraph (which is
ALREADY numbered), and it is a different list from the one used for the Heading
2 paragraphs. There are no sublevels involved yet - everything is at listLevel
1.
In any case, the defined outline IS applied. If I chose the "A" or bullet list,
then I see those changes applied.

[Perhaps you think that "Outline level" of 2 from style Heading 2 should cause
it to become something like "1.2."? That is ONLY true when Tools->Chapter
Numbering has assigned a style to a listLevel. In this document, there is no
style attached to listLevels 1,2,3]

Can't repro - not even with bibisect 6.1.

Heading 2 is not associated with lists or listLevels at all. It is not defined
in Chapter Numbering, and "Numbering Style" is None. Outline Level is
irrelevant for numbering and only applies to the TableOfContents.

Heading is a parent to "Heading x", so it is applied, just not directly. It
certainly affects the document...

I have LO Versión: 6.2.4.2 (x64)Id. de compilation:

Repres. IU: GL; VCL: win; Configuración regional: fr-CA (fr_CA); Idioma de IU:
es-ES Calc: CL, and when I try to use the header style, specifically the title
group, I can see many sub styles like "Title1" to "Title10" all of then take
their properties from "Title" Style (Fig1). Then I suppose that if I set the
"Title" properties to use the "Numeracion 123" (fig2) numbering style to put 
1. Title 1
1.1. Title 2
1.1.1. Title 3
when I use the Title1 Style I should have the number than I want, but when I
try to use then in the main document, I found that it doesn't work how it
suppose to do, and when I try to modify the "Title1" Style to attach the
"Numeracion 123" numbering style, the field is unavailable (fig3) and it has a
default value like "Numeracion de capitulos".

All this situation is very unpleasant when I have to work whit many titles in
the main document.
I hope this will be helpful to find out the problem.

Same observations under Fedora with provided document
Writer_v.6.1.2.1_Styles.odt. As comparison, those observations do not apply to
new documents, which indicates that issue is specific to provided document.

It appears then that the values reported by you testing system – not yet
mentioned – and by my system – Fedora (Linux) v.29 – differ from each other. On
my system, following sections' values regarding styles Heading 1, Heading 2 are
respectively reported by default as:

Outline level, in Outline & Numbering tab – level 1, level 2.
Size, in Font tab – 24, 18 while their respective current sizes are 12 –
instead of 24 –, 18.

Thank you for clarification.
I try to explain, why this (in my opinion) is not ab bug. You have two lists ib
your document: One list with heading 1 style and one list with heading 2 style.
they all are at the same level (level 1). If you want to put them together:
right click => bullets and numbering => continue previous numbering. If you
want to change the level: right click => bullets and umbering => Demote one
level. This is the way you get the 1.1 or 1.2 format.

So I close this bug as NOTABUG. If you don't agree, fell free to change it back
to UNCONFIRMED with a reasoning. And again: If you want to create chapter
numbering, you should use tools => chapter numbering instead of lists.

step 4. – While a content to which style Heading 2 with its settings in their
default states was applied, select it, right-click, select Bullets and
Numbering -> Outline, apply option Numeric with all sublevels -> Press OK.

Expected numbering model for level 2 is 1.1 while model currently produced is
1. While checking Numbering style, its respective setting appears indeed to be
set as none, which tends to indicate that previous operation had no effect on
the Numbering style. Further investigation also indicates that there is no
model available to match the numbering selection Numeric with all sublevels.
Though under Organizer tab, under name section, AutoUpdate was checked.

Ricky, I'm not sure, if I grasp your problem.
I opened the paragraph dialog for styles heading 1 and heading 2.
Numbering style was set to none.

I can't follow your 4th step: "Under Bullets and Numbering -> Outline, apply
option Numeric with all sublevels to styles Heading 1, Heading 2;" So could you
perhaps (at last for me) give some more infomration about this step?

Additional information: You combine heading with lists. If you qant to create
chapter numbering, you should use tools => chapter numbering instead of lists.
