Ideally we split the scrollbar position from the ruler position with radio
buttons
Scrollbar position:
(o) Opposite side to the ruler
( ) Always left
( ) Always right

Left-handed users may also be interested in having the scrollbar on the left
side. So not a pure language dependent problem.
