>From the UX POV there is nothing to say against another frame option. But I
guess ODF hasn't such a feature. Since a workaround exists I'm for closing this
ticket as WFM/WF but leave it open for dev decision.

@Heiko Tietze : anchoring at the page is definitely not an option : depending
on the flow, there can be some conflicts between two (or more) frames to occupy
the same place. e.g. a paragraph at the bottom of page N with a frame anchored
at the top of the page N, and on the next page N+1 a paragraph at the middle of
the page with a frame anchored at also the top of the page N+1. If the whole
text flow is shift down (by inserting some text in the previous pages, then the
first paragraph may move to page N+1, while the second may be still on page N+1
: the frames would overlap on page N+1.

I have really investigated all possible positioning/anchoring options, and
really none of them correspond to the behavior I described (which can be found
in FrameMaker or Latex)

The best solution so far has been proposed by Jean-Baptiste Faure, but still
it's more a workaround than a proper solution.

@V Stuart Foote : may be a solution for desktop publishing, but not for word
processing with long documents (100+ pages)

Any reason not to place your paragraphs into Text Frames and link, a-la
Framemaker? And then link your image either to character or to paragraph.
Adjust and style content of your frames as needed and the writer canvas will
recompose to follow.

what you are missing at positioning of frames. There are plenty of options.
Couldn't the image example be solved by Anchor > To Page (similarly for frames
in general)?

Thi scan work, but this is more a workaround than a solution.

Merging two paragraph into a single logical pararagraph, while they are still
displayed as separate paragraph, is potentially confusing. And it requires that
the two paragraphs share the same style (which is indeed the most frequent
case, but not the only case).

A better solution is still needed in my opinion.

Here is a document showing how to do that. The idea is to place the image
inside a paragraph instead of between two paragraphs and to split this
paragraph by a line break (MAJ+Enter) in order to have the appearance as if
there was two paragraphs.
Note: it is necessary to uncheck the last option in menu Tools  Options 
LibreOffice Writer  Compatibility.

To test this solution, open the attached file, and insert empty lines above the
paragraph containing the image.
