There have been thousands of bug fixes and commits since anyone checked on this bug report. During that time, it's possible that the bug has been fixed, or the details of the problem have changed. We'd really appreciate your help in getting confirmation that the bug is still present. So as we are rendering it in the dialog, it should be rendered in the document as well, just like we do so for data url images in writer web. One question is, why would you want to use a data:uri type of image in writer? Set to NEEDINFO.
