Rendering Two Dots Above a Character

Hello all. I am trying to create some sort of tablature for Kalimba, treating it like a one-string instrument with fret-labels. I want to use letters like c, ċ, ċ̇ (or cཉ), etc. I figured there are Unicode characters to do exactly that, "combining dot above" and "combining two dots above", etc.

I'm not sure about the current state, but Azure and AWS didn't use to block IPs from Iran. We had the same problem when Gitlab migrated from Azure to GCP. Note that non of them can do business with us, but serving a hosted website to us is not doing business. GCP seems to be the only one doing
