Here is the code I settled with in my project. I assume that some of it
is inferior to the code now in LilyPond, but I also think it provides
functionality not covered by the MeasureAttachedSpanner.

I'll rephrase that more precisely. The function I have is no longer
working. It's not suitable for inclusion. I am wondering if anybody
has something good, or indeed if lilypond 2.21 supports such a
technique (I was unable to see that).

Assuming that your problem can't be handled in current lilypond I'm
rather sure that a merge request prepared by you will go into the git
