we ran SUSE 9 and had the same problem. Finally the 'wrong' libpcap was fixed
with service pack 2.
The fixed version is: libpcap-0.8.1-39.2.s390.rpm
The SP-2 version is: libpcap-0.8.1-39.3.s390.rpm
