Try inserting it into .xsession if you want it only for the single user, or as the first option in /etc/X11/ , I don't remeber the exact file but it starts with wm... somthing. I hope Its the same because I use debian, but in this respect the versions should be close enough. You should also enter

Did you check in XF86Config that you are really pointing to your mouse. Its probably using /dev/mouse, but its usually a symlink to someware else, /dev/ttyS0 for exxample, and it may just be pointing to the wrong link, because when you changed motherboard you may have chainged the port of your
