have installed on my RHEL3 x86_64 machine , kdevelop-2.1.5-12.1
, I have there KDE 3.1.3 .

seems that kdevelop doesnt integrate to KDE and
KDElibs system :

How about upgrading first to the latest KDE and KDevelop? (KDE now is
3.4.2 and KDevelop is now at version 3.2.2).
Unfortunately, I had learn in the hard-way that Redhat's own packaging
of KDE leaves a lot to be desired, so I would suggest using APT and
upgrade to the latest packages from this
