I've tried to bisect kernels from 4.13 to 4.14 and didn't find the reason. Then I found that with upstream 4.13 the issue is still present on Ubuntu 18.04, so there should be something more than just a kernel. Eventually, I found that issue is somehow related to USB hub I use for my periferals
