I'm no pf sleuth, but I'd try the packet capture with firewall rules in
effect and without. Then do a diff between those 2 pcap files. Something
may jump out at you. But I can sense, as in pfSense, you've already done
that.

Not an issue just posting if anyone else had this annoyance. I am not 100%

I had an issue that when connected to the OpenVPN (to home, from work). If
I would type
#ping server
It would ping server.home.net
man 5 resolv.conf
