I use CMS Made Simple. It's css based, uses xhtml, it's default
template is accessible, but you can use your own template. It's got
comments, rss, events calendar, image galleries, search but I don't
know about donate.
It's also really quick to set up.

Simulators are all well and good but nothing will be as good as testing it

Well you should really have a look to the Google Mobile searcher:

From there you can check out how your web should appear on a mobile
screen with google. They turn off the css. So another important reason
to completly separate content from style.
