Using firefox at work I do not get that warning message but just a site with the navigation out of line etc It does not seem like its the only SA gov website that lacks a bit. Recently I did a test on the tourism sites of the states of Australia and SA came up the worst then as well

The thing that gets me with this discussion is why create all these features to cover up the problem? If you created it in XHTML/ php etc and not flash, you would not have these problems and then you would not have to spend extra time fixing the problems that has been caused by using flash.
