making changes to dhcpd.conf? ie:$ /etc/rc.d/init.d/dhcpd restart
Also, there is a small problem in your configuration. Your
workstation1's ip address is in your ip address range. These two should

I've been reading through this thread and it seems you have been making alot of
changes to dhcpd.conf but still have the same problem. This makes me wonder if you are
restarting dhcpd after each change. Restarting dhcpd is required for changes to take
effect.
To restart dhcpd, do:

Did you download and install the ltsp_x336_svga-3.0.0-0 package?
To verify:
$ rpm -qa | grep ltsp
Once installed, you should be able to use the XSERVER = XF86_SVGA setting in lts.conf.
