I figured out the command for adding the key. Do this as root:
gconftool-2 --set -t boolean /apps/update-notifier/no_show_notifications true
I'm not sure how to make it mandatory or default w/o the gconf-editor GUI,
though. So as root run gconf-editor, find the key we set above, right-click
