[Lubuntu-desktop] No network proxy

I added to the end of an existing bug report the inability in Lubuntu to specify a network proxy during install, after install for updates using update manager, and when browsing, which adds up to just about total Internet lockout for the average user. It's my first bug report ever. Do I just
