It was just an idea, given the fact that the lubuntu dev team has no real
dedicated kernel dev that can tackle the project.

Speaking from experience, as an avid linux user, I'll generally get the
latest project that'll work for whatever I need to get done or I'll find
another project.  As I'm not always happy to switch distros, I'll actually
go back and use one that functions and just control the upgrades manually.

Regarding security, it seems that the change will only effect a small
number of older laptops (I've tested the new kernel builds on two that are
about 5-10 years in age and found both still worked), it reduces the
likelihood of those kernels being exploited except by random chance.
 Again, from my experience, linux kernels that get compromised are often
directly targeted and not broad-spectrum attacks.

Just my two cents, though.

Maybe it's just me, but the most elegant solution is as follows:

Make one final non-PAE version and then just let it float until the end of
the lifetime.  Support it, but don't upgrade the kernel or any packages
that rely on the kernel.  Then, whenever anyone needs to download a version
that works on non-PAE versions, they just download
Lubuntu-Non-PAE-final.iso (or whaterver).

"Supported doesn't" always mean that every aspect is in development and
useful.  Only the key aspects that define the OS.

In regards to going lighter with Lubuntu, we must remember our key targets
and goal.  I switched my GTK and Openbox themes to dark themes and it added
another 40 minutes to my netbook's battery when on full brightness, over an
hour with minimal brightness.  I took every step to ensure that it was just
the colors changing that changed the battery life.  Being LXDE aims at
having a minimal footprint, using dark themes helps minimize power
consumption, continuing with the goal.

Best practices regarding checksums is to present one for each and not
suggest that people look elsewhere.  With each ISO that's released, the
checksum should be presented with it.  Some distros actually offer .zip
files that have an ISO and a checksum file for the ISO.  This makes it so
that if you're forced to work offline, you can still calculate your
accuracy.

I think the most accurate answer to the question is the following:

Yes, as a beta, it is to be expected to be functionally stable, however many
bugs may be persistent.  These bugs may limit and occasionally break the
functionality of the operating system.  This outlook should be taken
whenever you approach a beta.  In regards to an operating system, using a
beta release, you may want to do it for the sake of testing, not a
production environment.

As a beginner developer and programmer, I can appreciate a compiler being
added.  However, the nature of LXDE is lightweight.  My belief is to keep
that as part of the Lubuntu project and keep it with the best aspects of
both Ubuntu and LXDE: Easy for the masses and small in size.  I think making
the compiler available from an official repository later on will be nice,
but adding it into the primary build is excessive.

Just my opinion.

Although others have suggested other things, there are specific linux
distributions that can really work well with old (I mean REALLY old)
systems.  The issue is that they're really complicated for daily use.  One
good one.  TinyCore linux would work amazingly well on it, but it's not for
new users by any means.  It does, however, have a basic GUI.  So, the option
is there.
