It's not an easy thing to explain without re-litigating the issue or,
more precisely, taking a stand on it, and we didn't want to do that. The
problem is that the person who has been building the Windows installer
wanted to do one thing, and literally everyone else on the LyX team
thought we absolutely could not do that. So, as the saying goes, they
took their ball and went home.
The good news is that we should be publising an official installer late
this week or early next week. It has taken me a while to figure out how
to build it---I haven't used Windows for 15 years or so---and to figure
out for myself what to do about the problem you mentioned. And frankly
it's not something that does me a damn bit of good, so I've had to do it
when I've had time.
