I'm running rc1 (Uwe's installer), Windows 7, standard 'High Street' laptop from about 4 years ago. I start LyX, open a document, access Document Settings and it shows in a second or less. Did you see the "for some documents" part? It is definitely quicker for new files (just a bit over a second). I haven't figured out what it correlates with. For example, the User Manual seems fine. For sure I did not notice such a long delay before. My guess is about 2-4 seconds. With LyX 2.2.3 at the lower and beta 1at the upper boundary. I don't know about alpha1.
