Some Keyboard shortcuts don't work under Lyx 1.3.6 (Windows)

Every time I enter Lyx, the first time I View a document, the Table of Contents is empty and cross-referencing including citation references are replaced by question marks. This applies to both View-DVI and View-PDF. After each first-time failure, later use of View works fine. I am using Lyx
