Thank you Paul,
Under:
"Cursor, mouse and editing functions" I find:
quote-insert "
quote-insert inner Alt+"
quote-insert outer auto plain Ctrl+"
Lyx certainly doesn't obey these.
Don't know how to modify the latter one to just have ["] as the first.
I may have to delete the key to make that work, but am unsure if it
hits the fan that I can get it back, or if it will obey that shortcut
as it doesn't the first one?

If you navigate to Tools > Preferences... > Editing > Shortcuts and

Charlie,
This is certainly curious. What you found matches what I have (on Mint,
with LyX 2.3.5.1). I assume that Shift+" works for you as expected in
other applications.
It's a bit of a long-shot, but if you return to the Shortcuts section of
the preferences dialog and type " in the search box ("Show key-bindings
containing:"), you should see all bindings that involve the quote key.
Is it by any chance bound to something else besides quote-insert? I'm
not sure this is possible in LyX, but then again I'm not sure your
symptoms are possible. :-)

To get ", you do Shift and ', right? (I.e., " is on the same key as ', but you have to hit Shift to get it.) So this is what you should expect. It's not Ctrl + the " *key*. Liviu, I would advise to configure with --enable-qt5 (will be the defalt in 2.4.0) for recent versions. It almost works with 16.04 (actually it works but outputs annoying messages on console) and actually works with later versions, AFAIK.
