I do not think there is UI for it (yet). You have to put it manually
into the preferences file.

OK, thanks. But surely what was intended in the announcement was

\use_native_filedialog false

On my windows 7 system, using "false" here gives a dialogue I haven't seen before. File > 
Open for instance now provides a button for Examples which isn't there when "true" is used, and 
similarly File > New from Template now has a Templates button.

I do not think there is UI for it (yet). You have to put it manually

In order to build to Fedora I tried to download the xz file and I get:

"The requested URL /pub/lyx/stable/2.3.x/lyx-2.3.1.tar.xz was not found on 
this server."

That happens because of the -2 suffix. I suggest to rename the files (the same 
applies to .tar.gz and .sig files).

Nice! Even though I have been a LyX "developer" for some years now, I
still consider myself somewhere in-between beginner and intermediate in
terms of my C++ knowledge. When you are looking for your first issue to
tackle, try to start *very* small. Also, feel free to email the
lyx-devel list to ask for advice if you are stuck.

Thanks very much for the new version. Lots of work... I have installed 
and tested it on one of my complicated papers, and it is installed and 
it compiled flawlessly... :-):-)

Seems like the column borders of the the tables are not fixed tough, but 
it is perfectly OK. maybe for the next version. :-P:-P;-);-)

We are proud to announce the release of LyX 2.3.1. This is the first
maintenance release in the 2.3.x series.

LyX is a document processor that encourages an approach to writing based
on the structure of your documents and not simply their appearance. It is
released under a Free and Open Source Software license.

LyX 2.3.1 is the result of on-going efforts to make our stable version more
reliable and more stable. We have fixed a number of bugs and added some new
features. Please see below for a full list. Perhaps the most important of
these is that Jean-Marc Lasgouttes re-wrote the document painting
mechanism.
This makes LyX snappier, especially on repeated events.

All python scripts distributed with LyX should now be compatible with both
python 2.x and python 3.x.

One oft-requested enhancement was to restore a keyboard shortcut for opening
the 'settings' menu of graphics, reference, etc, insets. This is now
Control-
Alt-i, on Windows and Linux, and Control-Option-i on OSX (assuming you are
using the default keybindings).

A change to how math macros are output can break some documents that use
ERT to comment out macros. Please see bug #11216 if you experience this
sort
of problem.
