I find I just need to put dictionary files under $(HOME)/.lyx/dicts/
That is, the dictionaries need to be found by LyX, not just hunspell.

Informantion, I can see lyx has found
IEEEtran.cls
"Help-->About Lyx" shows Library directory is ~/usr/share/lyx. I can find
layouts/IEEEtran.layout under this directory.
I run Lyx Tools-->Reconfigure several times, but in "Document class " drop
