DeclareMathOperator is described in Section 10.4 Self-defined 
Operators of the Math help manual. It doesn't display nicely in LyX if 
that's what you mean by does not work. But compiling your document to 
pdf should work. If it did not, please describe what kind of errors you 
are getting.
