It sure looks like there is something wrong with the chip selects, the
driver(s) for the bottom of the screen are active when they should not be.

shows more and it changes as lines scroll

Have you had a chance to dismantle and inspect it?
If the issue is not causing instability (software wise), the issue may be
isolated to the transit to the lcd matrix board, or the matrix board itself.
Hoping it's a good place to start.
