You can always email accessibil...@apple.com  
and report the feature as if it were a bug. I do this all the time and send 
them like 2-3 page usage reports. They appreciate it and tell me so.

Hello Michael,

You can change the voice on the fly by pressing VO-Cmd-Down Arrow as long as 
you leave the voice rotor on voice. I do this all the time between English and 
French.
