Let us know if you run into any other issues with 17.1. I'm still
"stuck" on 16.1 for day-to-day use at RealJob (I tend not to upgrade
in the middle of a project unless it's required), and the Docker
images are back at 15.1 since there's not really any need to run
anything newer AFA

I posted the question on the Altera Forum and got the response that
talkback is no longer required in 17.1.

I don't know. Altera has generally required talkback to be enabled
when using the free version of the tools and targeting any of the
"complex" FPGA families (SoC+FPGA or the parts with high-speed
transceivers) but they may have changed things with 17.1.
I suspect you'll still need to enable talkb
I discovered that tb2_install is included in Quartus 15.1 but not in 17.1.
Does that mean that tb2_install is no longer required with the new version
of Quartus?
