Yes it is. Be aware, however, that if you switch to the US Siri voices, and
you try to click on Amazon prime video, it will switch back to the Samantha
voice for the duration you're using prime video. When you switch back to
anything else, you will be back to the US Siri voice you chose.

I just upgraded to the latest gen 4k Apple TV. On our older Apple TV, I was
able to use the American Siri voice for VoiceOver output. Is there a way to do
this on the newer Apple TV? If yes, how?
