I found my speakable items settings in Accessibility. I understand now that it
has to do with speech recognition and not with dictation specifically. The
speakable items setting was off all along. I've turned dictation off as well,
but still get the same lag.

Thanks for the feedback, guys. i have a late 2009 Mac Mini running Mavericks.
It doesn't lag if I invoke the command immediately the second and subsequent
times.
I don't use dictation at all on the Mac. Do speakable items have to do with
dictation? I'll try disabling them and see what happens.

I get about a 5 second delay when I invoke the right option t command. This
only happens the first time. Then it's under a second. I don't have speakable
items on.
I'm on a 2011 macbook pro.

I can't replicate this. Well very occasionally I can, but usually mine speaks
the time in about two seconds. If there's a lot going on it's a little slower.
