Wondered about that, as well. I believe it was even happening in iOS 12. Seems
to appear on things like buttons or sliders, rather than edit fields. I wonder
if this is related to the Key Labels settings? Can’t recall where I last saw
that setting...

In MS Word, you highlight the text you want to format and then apply the
formatting. In Text Edit, you do the same for bold or italic, but aligning
seems different. I think you can just move to the start of the
