Yes, changing the setting does resolve the secondary problem as well.

It sure does. I'm very pleased that that issue is resolved as well. Great
catch on your part. You might want to report that to the accessibility group
at Apple, as I'll bet they have no idea as to how to resolve these two issues.

Well, now that I have my preview pain turned off, Here's what I do now in ML
with the new mail view.
1. Expand conversations using the right arrow key, close with left.
2. Actually open each message with the return key. IF needed, interact with
the text to look more closely.
