I wouldn't worry about it. VO has a tendency to announce all the layers of
activities that gain focus as the Mac starts up or shuts down. The stuttering
can especially happen if you try to do things while these activities are
running. The sighted world would not even notice as the

Recently I’ve been hearing voiceover when the Mac starts up say something like,

I’ve even heard vo lock up, when restarting the Mac, it was saying default, but
