You don't absolutely need the DropBox app - what the download does is
simply create a folder in the Finder and a DropBox folder listing in the
left pane of every Finder window. It also creates an icon in your menu bar

You have to interact with the file list first, then navigate with arrows to the
file you want to get the public link to. Only available in the dropbox\public
