What is local syncing without iCloud? I don't get it.

ability to sync the contacts on your phone to your computer without
using iCloud. A number of people didn't like the idea of all that
personal data having to take a detour over the internet to Apple's

If it is back like it used to be, then it would be from within iTunes, then
select your iDevice and those options would be within specific tabs.
