I'm not sure I follow. A window is a container that has no title to VoiceOver. Well, it does, but as far as I know, that title is written somewhere in the window, in text. If all else fails, though, have VO say the name, then immediately hit vo-shift-c to copy that phrase. Go somewhere you can

. Yes, reset PRAM, deleted the Pages app and reinstalled. Strange thing is, on the same Mini, Text Edit works just as it should. No activities at all on this system. Two Access support techs have gotten nowhere. It’s a tiny thing, but nice to know when you have misspelled a word as you go.
