I have found issues where caps lock misbehaves, especially when caps lock is
associated with the Vo function.
In password fields the VO can act like a toggle instead of a modifier. When
this happens, I will get the characters acting like VO functions for example
semicolon will say caps
You might want to try Onyx. You download it from the web and you will have to
give it full permission to run.

Can anyone recommend a VO friendly encryption program which will let you
encrypt or decrypt a file or a folder on both Mac and iPhone? I want to store
some sensitive data in iCloud drive which I can encrypt on Mac and decrypt on
IOS or vice versa. My iCloud drive will contain both
Dave, in olde rbuilds it is User and groups > log in options > User voiceover
at the log on screen. It is a check box.

Try, user and groups > login options > accessibility. That brings up a pop-up
with checkboxes for different accessibility features at login.
