Try turning off bluetooth on the iPhone.
This should help determine if the issue has to do with a bluetooth device.

Ever since I updated to iOS 17 I have been having an issue where my on screen
keboard doesn't show up on my iPhone 14 Pro. I Thought it might be an iOS 17
thing or have to do with my having a couple of different braille displays
connected but my fiance just got a new 14 Pro
